Preface
This handbook summarizes key rules and procedures for RCCS students and families (updated Aug 2025). It does not supersede Board policy, administrative regulation, or state law. Some sections may change during the year; current policy and full language are in the official PDF and Board policies.
Attendance
Regular attendance is required by Oregon law for ages 6–18 and is essential to learning.
Excused absences include
- Student illness; illness/death in the family; medical/dental appointments; school activities; emergencies; and pre‑arranged absences approved by administration.
- Provide a parent note or call within 3 days of the absence. Pre‑arranged forms are required for absences of 2+ days.
Tardies & Truancy
- Be in class and ready when the bell rings; repeated tardies lead to progressive consequences.
- Leaving during the day requires office checkout and parent permission.
- Unexcused absences (truancy) may result in detention, Friday school, suspension, and loss of activity eligibility.
Closed Campus
RCCS is closed campus for all students; grades 9–12 may leave at lunch only. Habitual tardies after lunch may revoke open‑lunch privileges.
Student Conduct
Students must be respectful, responsible, and safe. The Code of Conduct applies on campus, at activities, at bus stops, and online when it impacts school.
- Prohibited: harassment, bullying/cyberbullying, threats/violence, weapons, vandalism/theft, drugs/alcohol/tobacco/vapes, chronic disruption, academic dishonesty.
- Consequences may include detention, Friday School, suspension, expulsion, loss of privileges, and/or law enforcement referral.
- Due process rights apply; alternatives (PASS in‑school suspension) may be used.
Cell Phone Policy
Cell‑phone‑free school day (7:55–3:44). Phones must be off and in lockers or vehicles. Using or carrying a phone is a violation. Progressive consequences include parent pickup and escalating detentions/Friday School; repeated violations may lead to suspension.
Dress & Grooming
- Clothing must support safety and a focused learning environment; shoes required.
- No items that reference alcohol/drugs/hate; no see‑through or midriff‑baring tops; shorts/skirts at or below mid‑thigh; visible undergarments prohibited.
- PE/Shop/Science have added safety requirements (e.g., sleeves, long pants, closed‑toe shoes, eye protection).
Activities & Athletics
Participants must meet OSAA and RCCS eligibility, complete required forms, and uphold the Activities & Athletics Code of Conduct year‑round.
- Passing all classes and ≥ 2.0 GPA at grading checkpoints; tutoring may be required during probation. ICU (missing >2 assignments) = ineligible next day until cleared.
- Alcohol/drugs/tobacco/nicotine/vapes: suspensions from contests; length varies by violation and whether investigative, self‑admittance, or self‑referral. Multiple violations escalate up to year‑long suspension or removal from athletics.

Technology Use
District devices and network are for schoolwork only. Filtering is in place; online behavior is monitored. Prohibited: hacking, bypassing filters, accessing obscene/unsafe content, sharing private info, commercial use. Violations may result in loss of access and discipline.
Health & Medication
- Keep students home for fever (≥100.5°F), vomiting/diarrhea, or other contagious conditions; follow return‑to‑school guidance.
- Prescription and OTC meds require forms and original containers; some students may self‑carry with written approval. Emergency meds (e.g., epinephrine) per law.
- Vision/dental screening certifications are required for younger students enrolling for the first time.
Safety, Drills & Emergencies
- Monthly fire drills; annual earthquake and safety drills (lockdown/lockout/shelter/evacuation).
- Emergency closures or schedule changes will be communicated via district channels.
Transportation
Bus riders must follow driver directions and safety rules at all times; severe or repeated violations may result in suspension of bus privileges.
Student Records & Rights
- Parents/eligible students may review education records and request corrections.
- Directory information is released only as allowed by law and policy; opt‑out is available.
- Non‑discrimination: RCCS and RSD 105 prohibit discrimination based on protected classes and provide access to complaint/appeal processes.
Complaints & Reporting
- Start with the teacher for classroom concerns; then principal; then superintendent; Board appeal is available.
- Report harassment, discrimination, or sexual harassment immediately to administration; retaliation is prohibited. Anonymous reports are accepted.
- Hazing/Harassment/Intimidation/Bullying/Cyberbullying are prohibited; prompt investigation and remedies follow policy.
Graduation (at a glance)
- Standard and Honors diploma options; modified/extended diplomas and alternative certificates per state law.
- Requirements include credits, Essential Skills, Educational Plan & Profile, career‑related learning, and community service.
- Only students meeting requirements (and in good standing) may participate in graduation exercises.
